Well, no wonder! Owing to a colouring error in Adventures of the Fly 20, our heroine is flying into the City of Lights topless!

But it’s okay; Phantasmo struck a blow for equal-opportunity flesh-flashing on the cover of Dell’s The Funnies 48, when a similar production glitch resulted in his showing his shiny heinie to all & sundry!
(At least, I assume it’s an error; not having seen any other Phantasmo stories, those strips of red ribbon may have been all he ever wore, but it seems unlikely given he was published in the early 1940s.)
